Despite the expanse of the Programme for Government, vision for Wales' economy is still unclear

Welsh Government has published the Programme for Government for 2021 - 2026

Commenting on the Programme for Government, Ben Francis, FSB Wales Policy Chair, said:

“The Programme for Government is Welsh Government’s opportunity to outline a bold vision for how our economy can both recover and thrive during the coming 5 years. It is also a chance to signal a positive signal of that vision to businesses. However, despite the expanse of this programme, that vision is still somewhat unclear.

“The suggestions on developing masterplans for our towns and helping every area of Wales to exploit digital opportunities are welcome. Businesses in our towns and high streets have faced some of the worst economic consequences of the pandemic and we will all need to flex every muscle to help these areas build towards a new and vibrant future.

“We are also pleased to see a continuation of the work on the foundational economy, which is such a vital part of Wales’ economy. We look forward to hearing more about the Backing Local Firms Fund and how this will be utilised to create the economic growth that will be key to recovering our economy. We have to find a way for Welsh businesses to find their feet again and have the confidence that they need to grow. We cannot expect firms to create job opportunities that Wales needs if they feel that they are perpetually in crisis.

“However, whilst there are many opportunities for Welsh businesses within the Programme for Government, there are some omissions that cause concern. At a time when we need to reorientate our economy, the lack of commitment to a new, targeted economic development strategy is very disappointing. It is important that Welsh Government also commits to a vision for the future of business support in Wales to grow our businesses. We hope to see tangible action from the Economy Minister on how Welsh Government will drive confidence within our small business community and match the ambition that business owners have for the future of their firms.  

“We also look forward to learning more about how Welsh Government will carve out a narrative with business on climate change and ensure that the business support architecture that will be critical for this. Only by engaging with the business community and interpreting the challenge in a way which is meaningful for them as well as exploring the opportunities of decarbonisation and sustainable practice will we drive this agenda in a way which also supports our economy.

“There is much detail yet still needed. We hope to hear more from ministers shortly on how the Programme for Government translates into action that will support Wales’ businesses to build back from the pandemic, respond to the climate crisis and create growth and prosperity.”
